Abstract

The aim of this study is to critically assess the institutional framework for implementing the policy in Bauchi metropolis; and ascertain the human factors affecting/inhibiting successful implementation of the National Identity Number policy in Bauchi State. An explanatory and descriptive cross-sectional design, an approach using mixed methods of data collection was used in this study. Data for the study were both primary and secondary. Two sets of questionnaires were administered to obtain primary data. One out of every one hundred households were selected through systematic random sampling in each residential areas. Equally, two workers each were selected from the six (6) enrolment centres in Bauchi through quota sampling technique. In all, a total of 220 household's heads and 12 workers were sampled.
